The New Zealand reforms : they worked in theory: what about the practice - dec.2000

The purpose of this article is to provide an overview of the New Zealand experience of public sector reform. Three areas are single out for special attention. The first is the widespread use of the company form in areas where the government has mixed policy objectives. The second is the contractual relationshjip betwen chief executives and ministers and how this has affected matters such as the collective interest of governement, public sector capability and succession planning. The third is the very real difficulty in managing the relationship between outputs and outcomes. The aim is to draw some lessons from the experience to better inform thinking about the utility of the New Zealand model
