Do council-manager and mayor-council types of city governments manage information systems differently? a empirical test - New York : Marcel Dekker, 2003

The managerial difference between the council-manager and the mayor-council types of city government has been the focus of much research in non-information systems (IS) areas. Despite the burgeoning importance of the use of IS in the government, however, comprehensive research into this issue has not been conducted. This empirical test will address the question of wether the management of IS differs across the council-manager and the mayor-council types of city governments. The research findings show that there are differences in allocating information systems expenditure for different levels of IS functions and in equipping different levels of IS across the two types of city government. The council-manager type of city government tends to be equipped with more advanced IS so as to improve efficiency than its counterpart
