Learning by fire : the learning challenges facing U.S. forest service aviation - Orlando : Elsevier, 2004

The U.S. Forest Service (USFS) is experiencing an alarming increase in the size and number of wildfires. To fight fire, the USFS uses aircraft, such as large air tankers and helicopters; however, the USFS has maintained an exceptionally high accident rate for the air tankers over the past fifty years. To help correct this, the USFS commissioned a Blue Ribbon Panel to investigate and highlight problem areas. As a member of that panel, the author observed a lack of ability of the aviation component of the USFS to learn. This paper suggests that management, policy, and information technology (IT) affect government learning. The purpose here, using the USFS as an example, is to describe factors that affect learning and expose management opportunities for learning
