The heightened priority to combat terrorism has revealed problems in intergovernmental cooperation, coordination, and communication. Part of the solution, as provided in the Homeland Security Information Sharing Act of 2002, is to grant security clearances to state and local officials and personnel involved in homeland security, to facilitate their access to federal government information, including classified national security (or other sensitive) information. Such a change would result in two developments unprecedented in their scope: requiring a security clearance for nonfederal officials across-the-board and for elected officials at any level, as standard policy. This study examines current, ad hoc, specialized arrangements in this area, which have led to inconsistencies and limitations among (potential) recipients; the rationale and recommendations to alter this approach; and the challenges and concerns, which have not been fully addressed
