Are municipalities complying with judicial and constitutional guidelines for employee drug-testing programs? Cory Fine, Zane Reeves, and George Harney's national survey of cities revealed that constitutional concerns of protecting employees from unnecessary invasions of provacy, unlawful searches and seizures, self-incrimination, and loss of employment were frequently secondary to the public's perceived need for an efficiently run and safe bureaucracy. Thus, a constrained United States Supreme Court has not been able to compel municipalities to adhere to constitutionally sound drug-testing programs for their employees
