Fical sustainability is the long-run capability of a government to meet its financial responsibilities consistently. Examining revenue and expenditure trends for state and local governments, Jeffrey Chapman of Arizona State University identifies three specific sets of pressures that affect subnational fiscal sustainability: cyclical, structural, and intergovernmental. He asserts without changes in the fiscal systems in both revenues and expenditures, state and local fiscal sustainability will disappear. He offers potential solutions but concludes that there is no such thing as a free lunch.
