Redes comunitárias e emancipação digital - Rio de Janeiro : IBAM, set./out. 2005

It's been already known that Information and Communication Technology (TICS) - or Internet - became, since 1990, an instrument of human development. Therefore, the formulation of any strategy of human development policies must assure telephone and internet access to everybody. In other words, it needs to be an universal public policy. In Brazil the physical network structure of which internet works is very advanced. Although, the population access at urban and rural areas is still incipient. Thus, the initial action must emphasise the universal access. This work aims to show initiatives to universalise and reduce cost of digital inclusion at low income population. Synthetically, it focuses on network communities as well as network structures.
