According to the organic law and the City Statute, São Paulo should count on management instruments for urban and environmental planning such as information systems and environmental diagnosis. The challenge to implement these instruments would consist on developing an environmental diagnosis for São Paulo, which is a huge and extremely complex urban area. To reach this objective, the Municipal Secretariat of Green and Environment has chosen to work with GEO-Cities methogology. The mainly purpose is to evaluate how urbanization affects environment and vice versa. This model of environment evaluation comes from GEO - Global Environmental Outlook - Project, created by United Nations Program for environment. This experience is also well described in this work.
