Research carried out into state-region development contracts permits an investigation into the regulation of negotiations of contractual relations between public bodies and into their institutionalisation. Study of negotiation techniques reveals two forms of regulation: regulation described as 'referencial' which denotes an approach which is resolutely cognitive and financial regulation which calls into play rules which are less visible but which are decisive in comprehending both the role of the state and the issue of negotiation itself
