Romania is a country which has a long tradition of codification, using it as a means to address the disorder of legal norms brought about by the period of transition. The legislative council has been charged with this task. Since 1991 it has identified the norms which constitute positive law and has proposed that parliament repeal more than 2,000 texts. Equally it plays an active part in the process of enacting new legislation
