The current policy developed by the consular is based upon experience acquired during crises which have occurred during the last few decades. These crises have demonstrated the necessity for an increase in the resources of the service and have led to an improvement in staff training and in relationships with the families of victims. The establishment of good relations with these families is done also with the aim of helping the government put into practice policies which may lead to a resolution of the crisis
