Proposes to determine the relative importance of factors on which people rely in choosing a place to live and their assessements of a local area in the Sooutheastern USA. Presents recommendations to aid local authorities in improving quality of life in the region. Concludes that this should be done in partnership with non-governmental entities such as Paren/Teacher Associations or trustees of local art councils for effective changes to be made
