Summary, etc. | Drawing on examples from the Israeli welfare state - the Children's Allowances Scheme and the 1994 National Health Insurance Act - this article argues that bureaucratic actors and conflicts between the treasury and the welfare state's agencies are central explanations of change in mature welfare regimes. In both instances, bureaucratic politics is a primary factor behind the simultaneous retrenchment or expansion of legal social rights. Changes in the place and influence of bureaucratic actors are due to changes in institutional arrangements; these, in turn, have modified both the political conflicts linked to them and the roles of bureaucratic actors involved in them |
