This research examinies the evolution of information technology policy formation and policy-making in the People's Republic of China. The paper analyzes, from an institutional and a macro perspectives, the basis and formation of the IT policy in China, the policy makers, and the effect of corresponding policy initiatives which contributed to the service sector.
