Using the experience of the Bolivian territorial reform started in 1994 as background, this article takes the exbackground, this article takes the exhaustion of the so called "Bolivian municipal-prone model of decentralisation" as the calyst for the presentation of a general technique of territorial reengineering, which can be used in a variety of countries. Moreover, the article offers, within this framework, a new definition of the category of "territorial order". The initial focus for this investigation in the conceptualisation of the state setting where inter-territorial flows occur as a tri-dimensional space. This approach leads to the visualisation of a "competency cube" which has to be "cut" in a tri-perspctive manner so as to represent the territorial, the material and the formal dimensions. One of the key advantages of the cubic approach is its improved method for monitoring the system of inter-territorial relations within the State. Furthermore the cubic approach enables us to design tables to organize the inventary, problem identificatin and the subsequent solution of those deficiencies related to the competence distribution. We are then able to technically rationalize a territorial reengineering process in any country. Using concrete data of the Bolivian health sector, the article illustrates how all these schemes may be applied in a practcal manner. At the end of this first phase a comparative assessment with advantages and disadvantages of the method is carried out. The second important aim of the article concerns the formulation of a new compreensive set of categories, also organized in a "tri-perspective manner", so as to shape a more structured understanding of the category of territorial order. This part beging by clarifying the true position of the "matrix of competency distribution" which arises as a result of the cubic approach previously discussed. In addition there are two theoretical components of every territorial order system: the geographic-state dimension, and the political-institutional dimension. With all these explanations, it becomes apparent that the revision and optimization of a system of inter-territorial relations goes beyond the important act of distributing competencies in the cubic framework. Equally relevant questions relating to this subject are the geographic patterns, the political legitimation, and most importantly, the elements of global qualification of the State in territorial terms |
