Congress legislative information systems : THOMAS and the LIS

Information about the legislative activities of the United States Congress is widely available to the public and to the Members themselves through the THOMAS/LIS system http://thomas.loc.gov. This article describes the origins of this system and the way in which it integrates distributed legislative data into a single searchable system. It discusses planned enhancements and a number of technical and policy issues that such systems raise.
