At the request of several federal science agencies, the National Research Council produced a study, in 1999, that identified and evaluated several existing and proposed policy approaches for protecting the proprietary rights of private-sector database rights holders, while promoting and enhancing access to scientific and technical data for public-interest uses. This article reprints the Summary from that report and provides an introduction to the report and to the issues it addresses
