This article looks at how innovation is organized and managed, at the routines needed to accomplish the task and at challenges posed by different types of innovation under 'steady-state' and 'discontinuous' conditions. It argues that there is a strong case for learning across public and private sectors, not just in terms of transferring well-proven lessons (adaptive learning), but also for 'generative learning'—building on shared experimentation and comparison of experiences around discontinuous innovation
