Different from mainstream past research, local parent’s perspective is reflected. Strategic and operational control, and performance in terms of financial returns and goal achievement are distinguished from each other to provide a more comprehensive picture. Findings reveal that local parents acquire control through contribution of various resources to the partnership. Additionally, while strategic and operational control may affect certain financial returns, they do not lead to a difference in terms of goal achievement performance
