There are many differences in how the communities, government agencies, and interested parties responded to the situation in the two communities. The case studies suggest that a community's pre-existing level of civic capacity is an important factor in determining how successfully the community responds to government action. The paper further suggests that government agencies, in addition to considering resource values, should consider the long-term effect their actions may have on a community's capacity to respond constructively to future government action
