Role of the "reiventing government" movement in federal management reform

Vice president al gore's national performance review (NPR)set out in 1993 to transform the basci culture of federal organizations to make them more performance based and customer oriented. The conceptual framework for this effort grew out of more than a adecade of evoling management pratices inthe public and private sectors that have been collectively dubbed the " reinventing government movement." This movement was led by practitioners ans was based on their experiences, their observations of the private sector, and a body of montraditional literature, both in the united state and abroad. This article explains, from a practitioner's point of view, the origins of the reiventing government movement ans its influence on NPR's efforts to change the culture of the federal government.
