The author suggests an on-the-job learning framework that uses the political context to stimulate effective action. Called governance educations, this framework gives council members a safe way to fame actual(not hypothetical) policies after they resolve their most difficult situations. It learning model contains four staegs: uncoverning, redefining, learning, and relearning. By easing political tensions, governance education enables council members to unfold new policy choices. The author uses a case study to show how governance education works in practice.
