Governance has been made more complex by New Public Management-type reforms that have changed the balance between political and managerial accountability. Leadership that takes responsability for mobilizing networks in pursuit of initiatives that creat public value can be seen as a response to accountability deficits. Institutional and policy changes may be needed which will create an environmental in which public value-seeking leardership can be encouraged.
