These technologies have advanced many of the principles of the Winter Commission, including the development of leaner, more responsive governments. Major efficiency and cost saving for the federal and most state goverments have been achieve, but not without encountering serious issues related to customer service, contracting, collaboration, management, and implementation. Such issues arise in the normal daily use of electronic payment technologies and are magnified in crisis situations, as in disaster relief operations during Hurricane Katrina.
