European citizenship, individual agency and the challenge to social welfare systems : a case study of retirement migration in the European Union

Three types of agency are identified: (1) the exercise of rights; (2) the manipulation of rights; and (3) the abuse of rights. The article tentatively proposes a new framework for understanding the implications of these different types of agency for the welfare systems of receiving regions.
