The US catholic bishops and welfare policy : guidelines for reforms and reauthorizations

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) ended lifetime public assistance for needy adults; as a result of this legislation, the Aid to Families with Dependent Children (AFDC) program was replaced with the five-year lifetime limit in the Temporary Assistance to Needy Families (TANF) program. This investigation will identify the underlying assumptions and normative principles that guide the Bishops in their evaluation of welfare policy and provide theoretical support for progressive welfare policy on behalf of the poor.
