Federal agencies were prompted to expeditiously release funding to state and local goverments; however, with the new reporting requirements, question are begining to surface as to how effective these funds have been in creating jobs and stimulating economic recovery. The findings of this study based on a survey of officials from 10 local governments suggest that although most cities appreciate the inlux of federal funding, they have has little flexibility in directing the funds toward their most pressing fiscal needs.
