Coerced treatment for drug-abusing criminal offenders : a referral device for use in New York city

Getting these otherwise recalcitrant offenders into treatment could help reduce both crime and drug abuse. Many researchers and practitioners are examining the potential for using arrest to intercede into both criminal and drug use careers, simultaneously, such as by waiving all or a portion of a sentence if a convicted offender agrees to enter and remains in drug treatment. This article reviews the arguments for such coerced treatment. Abstract: The identification of drug abusers from among arrestees presents a secondary problem. Voluntary admission and urine testing are two approaches, which have their problems. This case study presents a third approach, a screening device, called the Serious Drug Abuser Scale, which indicates the probability that urinalysis would have detected recent use of cocaine or heroin based on factors associate with their use in New York City. The Brooklyn Treatment Court is currently developing a screening device based on this research.
