The comparative study of national strategies to stimulate business or to upgrade a country's industrial portfolio can produce useful results. Writers with experience in the comparative administration field can make a contribution here, especially through their exploration of the relationship between bureaucracy and society, which sigficantly defines and constrains these strategic possibilties. To do this, comparative administration researchers will need to focus more specifically on business enterprises as well as public agencies involved in business development
