Its purpose was to "bring together and, in conformity with the archives law of January 3 1979, ensure the publication of public and private archives concerning the application of the Constitution of October 4, 1958" (article 2 of the decree); it could also "gather written and oral testimonies and participate in work of a historical nature". The commission came into being along with a surge of interest both in historical memory, as witnessed by the growing number of historical committees, and in the Constitution, the Commission having issued from the decree of June 8 1984, in which President François Mitterrand established the National Committee for the Publication of the Preparatory Papers of the Institutions of the Fifth Republic.
