This system creates financial solidarity among companies and gives all social partners the responsibility for informing employees of their right to continuing education. The continuing education system remains however unsatisfactory, due to the fact that although France spends at least as much as the average European country on training, the management of funds by consular and collective intermediaries does not ensure efficient distribution of financial resources. This suggests the need for an overhaul of funding circuits in view of improved management of mutual funds
