Codification permits reform or reformulation, whilst adhering to its aim of ordering law. Codification raises important questions, notably that of determining who ought to pursue codification. This is one of the principal legal challenges at the dawn of the twenty-first century. The achievement of codification undoubtedly encourages the efficient functioning of a country at both an internal and an international level
