The exercise of trade union rights and the social relations within the administration have always been ambiguous, fluctuating between ritual institutionalisation and more open negociation practices. Given these conditions is a real dialogue about reform really possible? Evidence suggests that social diplomacy cannot be established without a minimum level of confidence the introduction of which is beyond the scope of legal regulation
