Thus, in France, state representatives occupy a predominant position in the policy of regulation of this sector representatives occupy a predominant position in the policy of regulation of this sector of health care, a sector which is nevertheless very fragmented; however in Germany a body of well organised non-state actors play an essential role in the regulation of the system.
