The level of education and training required to enter the Civil Service is laid down in a detailed set of regulations. High-ranking and senior civil servants have traditionally been trained essentially in administrative law. This practice has come in for a fair amount of criticism, all the more so as Germany has since the 19th century maintained a strict separation between administrative law and the other disciplines relating to Public Administration. However, a convincing reform proposal has yet to be advanced
