The primary conclusion is that policy based on contractualism and managerialism results in an alarming increase in the vulnerability of beneficiaries' rights. This vulnerability stems from various factors - the most important being the necessary delegalisation of welfare, the associated increase in discretion available to a wide range of public and private managers and officials, and the reduction of public accountability for the service recipients
