Retaining the current tax system is not an option. The current system relies heavily on taxes most damaging for economic growth, has a relatively narrow tax base, lacks integrity and fairness, and adds to uncertainty of the sustainability of future tax bases. Over time, this is likely to erode the levels of voluntary compliance required to make a tax system work effectively."
