We consider the usefulness of the concept for studying the impact of administrative reforms on the role and position of top civil servants. Further we present the articles in this special issue, and portray the international collaboration from which they result. We conclude with some remarks on the contribution of this special issue to the theory and concept of Public Service Bargains
