Democracy and governance in pakistan`s fragmented society

Legitimacy refers to the consent of the governed and the rule of law. Instituicions include deliberately created legal frameworks, lawss, legislatures,executives and judiciary as well as customs, values and norms that emerge through practice. Effective governance requires congruence between the formal an informal instituions. Performance refers to the accomplishment of common objeticves and judicious use and allocation o puclic resources. Good governance ssumes a context and environement that not only shapes the process but over time is shaped by governing practices.
