This essay provides a historal analysis of two post-Communist constituional process shaped the current governmental system in Bulgaria. History and recent events marking Bulgaria`s struggle toward democracy and a free-market economy are examined in the context of possible consequences for the nation`s welfare, freedom, and prosperity. The extremly powerful political influence of the central government has led to unprecedented obstacle to reform in both the emerging Bulgarina democracy and its social policies and systems
