The career service model that endured for most of the last century was aligned to the bureaucratic form of public admnistration of that time. As public admnistration was "transformed" into public sector managment through the importing of private sector techniques, so too has public sector employment been varied in pursuit of greate efficiency, flesibility and responsiveness
