This study examines Department of Health papers and circulars on partnership during the 1990s, commenting from the perspective of the voluntary organisations affected by this trend, and making comparisons with other government departments. The examination shows an insistence on collaboration between local authorities and the National Health Service, an inconsistent approach to partnership with voluntary organisations, and a very one-sided view of partnership.
