The reform movement that in the last years has affected Public Administrations all over the world, has highlighted the need to translate legislative innovations into actual organizational changes. Many organizations have tried to achieve this change by using managerial models imported from the private sector, but this approach has created a number of problem. This paper argues that an evaluation tool can be the basis for both the analysis of the organization "as is" and the design of improvement paths. According to this proposition the paper suggests a theoretical evaluation model targeted at public entities, by exploring the variables that can determine their success. Finally it applies the theoretical model to a sample of Italian regions
