This paper describes a case of excellence, namely the city of Lugano, Switzerland. Within a fighly dynamic environment, the city managed to jointly achieve its social and financial goals. This shows that a correctly designed strategy can help spread and entrepreneurial culture among the workforce, generate motivation and improve efficiency.
