The study of already known and applied "private" systems and models and the analysis of the public agents characteristics has leaded to work out theories concerning connections between economic and financial balance in local authorities` business and relations with the mentioned balance and value, intended as an intangible belonging to the entity which created it. It will be interesting to investigate the connections between public authorities`intervention and public value increase, and between use and abuse of resources by local authorities and their possibilities and capabilities in order to prevent such situations
