As such, Citizen`s Charters give local governments and oportunity to improve relations with the populace under their jurisdiction. In fact, the chance to operate autonomously has produced a continuing effort to maintain a state of dynamic harmony between the providers and beneficiaries of public services. The wise use of Citizen`s Charters makes it possible to regulate this relationship clearly and fairly. The aim of this paper is to define the role that Citizen`s Charters may play within the context of the present widespread reform of Italy`s local governments. More specifically, the coorporate effects on local administrations as a result of their new-found autonomy are reviewed, followed by a synthetic analysis of policy governing Citilizen`s Charters in Italy from 1994 up to the most recent relevant legislative developments (d.Igs 286/99). Some considerations are then made regarding practical difficulties arising from the application of Citizen`s Charters and how these may be effectively resolved.
