They draw on the most authoritative and empirically grounded assessment of the impacts of Best Value so far and, intriguingly, although written from a range of quite different standpoints, they high-light a number of important, recurring themes. These clearly merit further analysis as the regime continues to evolve. The articles therefore lay the foundations for future work - summarising much of what is currently known about the impacts of Best Value, and highlighting many of the issues about which we determinants of public service improvement
