Analysing regulatory reform in Europe - December 2002

The volume examines changes in regulatory rules, organizations and policies across several European countries and policy domains, why these changes have taken place and their consequences. The `regulatory state' hypothesis suggests that regulatory reforms involve a new mode of governance in Europe, with alterations in state functions, policital arenas, institutions, actors and policy styles. The volume finds that although several features put foward by the "regulatory state' model have spread, they remain limited and there is great diversity across countries and domains. It analyses the reason for this, notabily variation in international presures for chage and mediation by national factors. It looks at the effects of regulatory reform on participation in regulatory politics, relationships among actors, economic, social and market outcomes. An analytical framework based on different `regulatory regimes' offers the best rout forward to analyse regulatory reform across countries and sectors
