<br/><br/> The prevailing assumption of much of the globalization literature has been that the increasing power of external actors and forces has reduced the capacity of governments to govern.  This paper will attempt to nuance that discussion and to examine ways in which States can govern, and indeed need to govern, in the face of external pressures.  The differentiations will depend upon the nature of the States, the nature of policy areas, and the strategies that are involved in governance
