<br/><br/> Public-private partnerships (PPPs) are playing an increasingly important role in infrastructure policies in many countries. This article reflects on the extent to which PPPs deliver public value. The article also distinguishes between material and procedural public values, and suggests that there may be an inherent contradiction between achieving material value while at the same time safeguarding procedural public values in PPPs
